Countertop and mobile payment terminals

GovPayPlan supplies two terminal models: a countertop terminal for staffed payment windows and a mobile wireless terminal for visits, events, and satellite offices. Both accept EMV chip, contactless tap, and magstripe. Both use point-to-point encryption and arrive with encryption keys injected, software loaded, and cables or charger included.

In-person card and wallet payments are charged the same rate as online payments. There is no separate card-present rate. Qualification for terminals at no charge uses documented prior-year volume for new agencies and trailing 12-month GovPayPlan volume at renewal.

What happens at the window

  • Staff select the payer record or enter the reference; the terminal calculates the remaining balance automatically.
  • The payer inserts, taps, or swipes. Card data is encrypted inside the device and is not sent to the agency workstation.
  • The payment posts to the same ledger as online payments, with the same receipt, status, and audit entry.
  • Customer and merchant receipts print or send by email and text.
  • Cash, check, and money order payments taken at the same window are recorded by the Cashier user. No processing fee applies.
